What is working at height?
Working at height means work where a person could fall and be injured if precautions were not taken, including work near openings or fragile surfaces. There is no universal height threshold to use in your campaign. Follow your local requirements and the task assessment.
What should the campaign focus on?
- Avoid work at height where practicable, for example by carrying out the task from ground level.
- Prioritise collective protection and suitable work equipment over reliance on personal protection alone.
- Check access, edges, openings, fragile surfaces and the effect of changing conditions.
- Confirm the task’s emergency and rescue arrangements through your organisation’s approved process.
A practical campaign plan
- 1
Identify the exposure
Choose a real task and review where a fall could occur. Include access, movement between areas and people working below.
- 2
Verify the agreed controls
Check the task assessment and suitable equipment with the team. Raise missing protection or changed conditions before starting; do not substitute a poster for a safe system of work.
- 3
Brief and follow up
Use the same control-focused message in the toolbox talk and poster. Record barriers and follow them through your normal action process.

Before the climb, check the controls
Poster message
Can this task be done from ground level? If not, confirm the agreed access and fall-prevention controls. Raise missing protection before work starts.
Toolbox talk discussion questions
- Where could someone fall during this task?
- Can the work be done without working at height?
- Which agreed controls must be present, and how will we check them?
- What change would require us to stop and reassess?
An action to agree
Review one planned work-at-height task with its team and record any unresolved control gaps for follow-up.
How to follow up
Track tasks reviewed, missing or unsuitable controls raised, and corrective actions completed. Ask workers whether access and protection match the work; attendance alone does not demonstrate fall prevention.
Turn the topic into a campaign pack
Safety Campaign Hub can draft toolbox talk wording, poster copy, presentation slides, supervisor briefings and rollout checklists using your campaign details and saved organisation profile. Review all wording against your local assessment and procedures before use. In Artwork Studio, use your own photo and branding or choose a no-image design; no AI images are created.
